NEDA BOARD APPROVES 11 PROJECTS FOR FLOOD CONTROL, BRIDGES, TRANSPORTATION & ENERGY

MANILA—During its 7th Meeting this year, the National Economic and Development Authority (NEDA) Board approved today the following 11 major projects:

1.      PhP5-Billion Funding for Flood Control Projects

Description: This will provide fund allocation for the Flood Management Master Plan for Metro Manila and surrounding areas, to finance immediate high-impact flood control interventions in said areas. Activities in this project include the continuation of construction, rehabilitation of dikes, strengthening of seawalls, river dredging, and construction of river control works, among others.

Cost: PhP5 billion for 2012

Proponent: DPWH

(In addition, PhP1.6 billion was approved to fund pumps for Metro Manila, with the Metro Manila Development Authority as proponent. Another PhP270 million will be funded for dredging, with DPWH as proponent.)

2.      Bridge Construction Acceleration Project for Calamity-Stricken Areas Phase II

Description: This involves the construction and replacement of 66 temporary bridges with steel structures across the country’s 15 regions. This will be partially funded by the Government of Austria.

Cost: PhP6.12 billion

Proponent: DPWH

3.      National Roads Bridge Placement Project (NRBRP)

Description: This involves the construction and replacement of 133 bridges across the country, utilizing pre-fabricated double lane modular steel bridges from the United Kingdom

Cost: PhP8.4 billion

4.      Restructuring of the Bridge Construction and Replacement Project

Description: This particular project expands the existing project scope through additional works worth PhP1.78 billion. This brings the total project cost to PhP4.97 billion. This involves a supplementary loan of EUR21.25 million under the Spanish Export Credit facility from the Deutsche Bank S.A.E. In The implementation period of the project will be extended from January 2012 to December 2015

Cost: PhP4.97 billion, which includes additional PhP1.78 billion

5.      Change in Scope, Increase in Cost and Implementation Extension for the Mindanao Roads Improvement Project (MRIP)

Description: The project’s change in scope is due to the upgrading of the Cotabato City East Diversion Road from gravel to concrete cement, increase of total bridge length, among others. The change in scope is worth PhP1.71 billion, bringing the total project cost to PhP3.91 billion. Also, implementation period will be moved from January 1, 2012 to December 31, 2014. In terms of financing, the project is partly funded by the Saudi Fund for Development and DPWH’s budget.

Cost: PhP3.91 billion, which includes additional PhP1.71 billion

6.      Light Railway Transit (LRT) Line 2 East Extension Project

Description: This project involves the design and construction of a 4.19-kilometer extension from the existing Santolan Station to Masinag Junction (intersection of Marcos Highway and Sumulong Highway). Stations will be located at Emerald Drive, Cainta, Rizal (in front of Robinson’s Place Metro East) and Masinag Junction, Antipolo City, Rizal. The total length of the LRT Line 2 will be around 16.75 kilometers upon completion of the extension.

Cost: PhP9.76 billion

7.      Metro Rail Transit (MRT) 3 Capacity Expansion Project

Description: This project involves the acquisition of additional 52 Light Rail Vehicles (LRVs) and the implementation of required ancillary works, to enable operating the MRT 3 system at a 4-car train configuration

Cost: PhP8.63 billion

Proponent: DOTC

8.      Bicol International Airport Project

Description: This project involves construction of a new domestic airport facility of international standards in Daraga, Albay. The airport will replace the existing Legazpi Airport due to the latter’s limitations and safety concerns.

Cost: PhP4.799 billion

Proponent: DOTC

9.      New Bohol (Panglao) Airport Construction Project

Description: This project involves the development of a new domestic airport facility of international standards in Panglao Island, Bohol, to replace the existing airport in Tagbilaran due to its limited capacity for expansion and operational safety concerns. This will be partly financed by the Japan International Cooperation Agency (JICA)

Cost: PhP7.44 billion

10.  PSALM’s request for financing Agus VI Hydroelectric Powerplant Uprating Project

Description: The NEDA Board approved the change of financing scheme of internally-generated funds of PSALM and on-lending by the national government.

Cost: No change of earlier approved cost worth PhP2.60 billion

Proponent: PSALM and NPC

11.  Strengthening of Angat Dam and Dike Project

Description: This project includes the rehabilitation of the 44-year-old Angat Dam and embankment structures. The dam provides 97 percent of water requirements of Metro Manila and generates 246 megawatts of power.

Cost: PhP5.72 billion
