Transfer of Development Academy of the Philippines Strengthens Institutional Synergies Under NEDA

The recent transfer of the Development Academy of the Philippines (DAP) from the Office of the President (OP) to the National Economic and Development Authority (NEDA) signifies a strategic move to enhance institutional synergies and bolster the connection between human resource development for the public sector and the implementation of the Philippine Development Plan (PDP) 2023-2028.

NEDA Secretary Arsenio M. Balisacan expressed his welcome for the transfer through Executive Order No. 45, issued by Malacañang on October 26, 2023. Secretary Balisacan highlighted the alignment of this move with the government’s objectives, as outlined in Chapter 14 of the PDP, focusing on rationalizing and strengthening government functions, systems, and mechanisms.

“Our development plan for socioeconomic transformation emphasizes the need to enhance productivity frameworks across government sectors and transform them into cohesive capacity development programs and incentive structures. Thus, DAP’s productivity capability development programs greatly contribute to this strategy,” remarked Secretary Balisacan.

Established by Presidential Decree No. 205 (s. 1973), DAP was originally attached to the OP through the Administrative Code of 1987. The recent transfer places DAP alongside seven other attached agencies under NEDA, including the Philippine Statistics Authority, Philippine Statistical Research and Training Institute, Philippine Institute for Development Studies, Public-Private Partnership Center, Tariff Commission, Philippine National Volunteer Services Coordinating Agency, and the Commission on Population and Development.

The integration of DAP into NEDA aims to facilitate a more cohesive and streamlined approach to human resource development, aligning it closely with the goals and strategies outlined in the PDP. This move reinforces the government’s commitment to optimizing resources and fostering collaboration among key institutions to drive sustainable socioeconomic development.
